SUBJECT: Authorize the Purchase of Camera Replacements and Access Control Hardware at the Police Headquarters

BACKGROUND AND FINDINGS:

The Killeen Police Department has been using its current cameras (Salient System) and access control (Hirsch) since the opening of the headquarters building in 2010. This system is critical for the police department to monitor the facility and identify or prevent potential security breaches. The current system has surpassed its intended life span. The age of the equipment has caused cameras to function improperly and other related hardware to fail. The Salient system along with the Hirsch physical access control needs to be updated. New camera technology will provide live feeds and access to restricted areas. Compared to the current technology of today’s video systems, the current security cameras do not provide the quality video images that are needed for identification purposes.

The existing camera system is comprised of 78 cameras that need to be replaced and 12 additional cameras need to be installed to provide coverage in areas not currently being monitored. The cost to upgrade the access control hardware, replace existing cameras and install 12 additional cameras is $223,987.

Stanley Convergent Security Solutions was awarded a contract for this equipment through the Sourcewell purchasing cooperative.
