SUBJECT: Killeen City Hall and City Hall Annex elevator modernizations
BACKGROUND AND FINDINGS:
The elevators at the Killeen City Hall and the Municipal Annex are over 20 years old and are no longer compliant with the Americans with Disabilities Act (ADA). To comply with the federal guidelines of the ADA both elevators must be modernized.
TK Elevator Corporation provides elevator modernizations through the National Omnia Contract R200502. Quotes were obtained to modernize both elevators and comply with the Federal Americans with Disabilities Act (ADA) requirements. The cost to modernize the elevator at Killeen City Hall is $79,728.06 and the City Hall Annex is $75,739.71. The total for both elevator modernizations is $155,467.77.
THE ALTERNATIVES CONSIDERED:
1. Modernize both elevators.
2. Do not modernize the elevators.
Which alternative is recommended? Why?
Alternative #1 is recommended to ensure continued safe and efficient operation of elevators and comply with Federal ADA guidelines.
CONFORMITY TO CITY POLICY:
The Community Development Department is seeking approval to modernize the elevators at City Hall and the City Hall Annex through the National Omnia Contract R200502. Purchases made through a cooperative contract are exempt from the competitive bidding process as stated in the Texas Local Government Code (TLGC) section 271.102, subchapter F; a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.
