SUBJECT: Appoint Members to the Bell County Board of Health

BACKGROUND AND FINDINGS:

The City of Killeen is a full member of the Bell County Public Health District. As a part of the membership, the City is able to appoint one member representative, along with an alternate representative, to serve on the Bell County Board of Health (Board), for a three (3) year term. The Board shall adopt substantive and procedural rules that are necessary and appropriate to promote and preserve the health and safety of the public. The Board shall advise the District Director and the District Members on matters of public health and retain ultimate authority for public health the Health District. All members of the board shall be resident citizens of the Health District for three (3) years prior to appointment and shall serve without compensation or salary.

Councilmembers Jessica Gonzalez and Riakos Adams were appointed as sub-committee members to the Bell County Public Health District on August 8, 2023 and are still serving in their roles.

Dr. Sam Fiala was initially appointed as the City representative to the Board in 2015, and was reappointed in 2020, with his term expiring in 2023. Dr. Fiala has expressed interest in being reappointed to the Board for another term, as long as an alternate is appointed as well. Dr. Amy Mersiovsky has expressed interest in being appointed as the alternate to the Board. The Board members terms would be from 2023-2026.

It is recommended that the subcommittee propose the appointment of two individuals to fill the representative and alternate positions on the Board, with City Council approval.
