BACKGROUND AND FINDINGS:

 

A comprehensive plan is a document that establishes guidelines for the future growth of the community and allows a city to anticipate and manage growth in a way that improves the quality of life of its residents. The plan depicts existing community conditions and articulates a vision of what the community wants to be in the future. Through its goals and objectives, the plan also establishes a framework to assist the City in future land use and development decisions in a manner that will provide for sustainable growth within the city.

 

On November 17, 2020, City Council approved an agreement with Verdunity, Inc. in the amount of $349,140 for the development of a comprehensive plan. Representatives from Verdunity have worked with staff over the past twenty-one (21) months to conduct public meetings, gather data and elicit feedback from city representatives, citizens, the Comprehensive Plan Advisory Committee, and the Planning and Zoning Commission.

 

The proposed Comprehensive Plan has been presented to community partners, the Comprehensive Plan Advisory Committee (CPAC), Planning and Zoning Commission, and City Council.  It has also been made available to the public on the City's website. Components of the Comprehensive Plan include:

 

                     The Economics of Land Use;

                     Land Use and Growth Management;

                     Neighborhoods;

                     Mobility and Connectivity;

                     Downtown;

                     Implementation

 

Upon adoption, the complete Comprehensive Plan and associated appendices will be available on the City’s website.  Printed copies of the document will also be distributed to City Council, the Comprehensive Plan Advisory Committee, Planning and Zoning Commission, and staff.

 

THE ALTERNATIVES CONSIDERED:

 

The City Council has three (3) alternatives:

                     Do not approve the ordinance adopting the Comprehensive Plan;

                     Approve the ordinance adopting the Comprehensive Plan with amendments;

                     Approve the ordinance adopting the Comprehensive Plan as presented.

 

Which alternative is recommended? Why?

 

Staff recommends approval of the ordinance adopting the Comprehensive Plan as presented.

 

CONFORMITY TO CITY POLICY:

 

The proposed Comprehensive Plan conforms to the City’s policy and procedures as detailed in Chapter 31 of the Killeen Code of Ordinances and to all applicable State laws.

 

FINANCIAL IMPACT:

 

What is the amount of the expenditure in the current fiscal year? For future years?

 

The contract with Verdunity for preparation of the Comprehensive Plan was included in the FY 2021 budget.

 

Is this a one-time or recurring expenditure?

 

There is no financial impact associated with adoption of the Comprehensive Plan.  However, ongoing implementation of the Plan will require additional funding.

 

Is this expenditure budgeted?

 

This is not applicable.

 

If not, where will the money come from?

 

This is not applicable.

 

Is there a sufficient amount in the budgeted line-item for this expenditure?

 

This is not applicable.

 

RECOMMENDATION:

 

At their regular meeting on August 1, 2022, the Planning and Zoning Commission recommended approval of the proposed Comprehensive Plan as presented by a vote of 6 to 0.
