BACKGROUND AND FINDINGS:
The City of Killeen has been allocated $29,117,907 in American Rescue Plan Act (ARPA) Funds. The City Council allocated $150,000 of these funds to nonprofits.
At the April 12, 2022, Regular City Council Meeting, City Council approved a nonprofit application process for grant funding for nonprofit organizations. The application process opened to the public for submission on April 13, 2022, and closed May 12, 2022. City Council established the following criteria:
1. Must serve a public purpose by identifiable secondary benefit to the public agency
2. Services directed at low to moderate income residents, residents disproportionately impacted, or located in a Qualified Census Tract
3. Use must directly address a negative impact of the pandemic
4. Use must be proportional to amount of impact
Fifteen applications were received. At a May 18, 2022, special City Council Workshop, City Council reviewed the applications and issued a motion of direction to staff to bring a resolution forward to fund the grant requests in an amount not to exceed $10,000 each for six nonprofit organizations. Upon City Council's approval of the funding and for the six organizations, agreements with the grant recipients will be executed.
The six organizations DaZona Life and Learning, The Greater Killeen Free Clinic, Unity Visitation Center, Operation Phantom Support, Variety the Children's Charity of Texas and the Academy of Exceptional Learners serve a public purpose by providing educational, health care, and social services to our residents that would otherwise not be available.
