SUBJECT: Approving new City Council single member district boundaries

BACKGROUND AND FINDINGS:

The results of the 2020 Federal Census were released in calendar year 2021. On July 13, 2021, the City Council approved participation in an interlocal cooperation contract for redistricting services with Bell County, the City of Temple and the Temple Independent School District to engage the law firm of Bickerstaff Heath Delgado Acosta to assess whether districts needed to be redrawn to be compliant with state and federal law and to develop any necessary revised district plans.

The City Council reviewed and discussed proposed redistricting plans at various meetings and held a public hearing on January 18, 2022. The attached redistricting map complies with the criteria adopted by the City Council, including the elimination of any split voting precincts.

THE ALTERNATIVES CONSIDERED:

The City Council may disapprove the ordinance to establish new district boundaries, approve the ordinance with district boundaries different than those proposed, or approve the ordinance to approve the new district boundaries.

Which alternative is recommended? Why?

Staff recommends that the City Council approve the ordinance to approve the district boundaries as proposed. The districts have been drawn to be compliant with state and federal law and to meet the adopted criteria.

This item complies with City Charter Section 8, Change of District Boundaries.
