SUBJECT: Roof replacement at Killeen Transfer Station

BACKGROUND AND FINDINGS:

The roof at the City's transfer station was badly damaged due to a fire on 18 August 2020. Damage to the roof was contained to a large area on the east slope and a small area on the west slope. The City worked with Texas Municipal League(TML), our insurance carrier, to perform onsite inspections of the roof. TML engaged the professional services of a roofing consultant and there were time delays associated with this consultant. TML acknowledged the need for the roof replacement and advised the City to move forward with obtaining proposals for the roof replacement. Proposals were received for the roof replacement from Final Solutions Roofing, LLC. In the amount of $229,856.22 (TIPS Vendor #181101), Harrison Roofing Co., Inc. in the amount of $245,892.00 (TIPS Vendor #2092415), and The Roofing Co. Waco, LLC in the amount of $252,346.87 (TIPS Vendor # 200201). TML will pay for this roof replacement, minus the City’s deductible of $10,000.

THE ALTERNATIVES CONSIDERED:

1) Do not replace the damaged roof at the Killeen Transfer Station.
2) Replace damaged roof at Killeen Transfer Station.

Which alternative is recommended? Why?

Alternative #2 is recommended as the roofing panels and insulation are badly damaged from the fire that occurred. The project is also covered by TML insurance, less the insurance deductible of $10,000.
