BACKGROUND AND FINDINGS:

 

Killeen ISD has completed construction of Pat Carney Elementary School at 5501 Azura Way in McGregor Estates on the west side of Killeen.  Killeen ISD has requested that the City establish school speed zones for this new school.

 

City of Killeen Code of Ordinances Section 28-251 declares designated locations as school speed zones.  The purpose of the proposed ordinance is to establish 20 MPH school speed zones in the area of the newly completed Pat Carney Elementary School at 5501 Azura Way as follows:

                     Azura Way: Beginning at the south intersection of McGregor Loop and ending 150 feet south of Grand Terrace Drive

                     Anca Drive: Beginning at McGregor Loop and ending 150 feet south of Grand Terrace Drive

                     Golden Gate Drive: Beginning at Azura Way and ending 100 feet west of Cascada Drive

                     McGregor Loop: Beginning at 400 feet west of Aurelia Drive and ending 100 feet west of Cascada Drive

 

The proposed school speed zones will help ensure the safety of students walking and biking to and from school.  The recommended school speed zones are based on guidance provided by the Texas Manual on Traffic Control Devices.  The school zones are currently in place; the ordinance will allow enforcement of the school zones.

 

THE ALTERNATIVES CONSIDERED:

 

The City Council has three (3) alternatives. The Council may:

• Choose not to adopt the ordinance;

• Adopt the ordinance with amendments; or

• Adopt the ordinance as presented.

 

Which alternative is recommended?  Staff recommends adoption of the ordinance as presented. Why? The proposed ordinance is needed to help ensure and promote the safety of students walking and biking to and from Pat Carney Elementary School.

RECOMMENDATION:

 

Staff recommends that the City Council adopt the ordinance amending Section 28-251, setting the school speed limit zones to include 20 MPH speed zones for the Pat Carney Elementary School.
