SUBJECT:                     Authorize the award of Bid 21-06 to B-Corp Utilities, Inc., in the amount of $626,479.88 for the construction and installation of new storm sewer pipe with new curb inlets and drainage appurtenances adjacent to S. Roy Reynolds Drive and along Greenforest Circle.                     

 

BACKGROUND AND FINDINGS:

 

The Greenforest Circle Drainage Improvement Project was rated No. 1 in the 2012 Drainage Master Plan. The purpose is to alleviate historical drainage issues and flooding of homes located in the Stillforest Subdivision. Drainage analysis and hydraulic assessment concludes that new drainage infrastructure is warranted to include new storm sewer and curb inlets within the Stillforest Phase One Subdivision. City Council approved CCM/R 20-036R on April 14, 2020, and subsequently the City executed a professional services agreement with Clark and Fuller, PLLC for design engineering services.  City staff published the bid for Greenforest Circle Drainage Improvements project on April 25, 2021, and the City of Killeen received competitive bids from three contractors. The bids, opened and read aloud through zoom online video conferencing, are as follows:

The engineer’s estimated probable costs were $630,874.

 

THE ALTERNATIVES CONSIDERED:

 

The City Council has the following alternatives:

 

1.                     Do not move forward with the construction of Greenforest Circle Drainage Improvement Project.

2.                     Award a construction contract to B-Corp Utilities, Inc., for the construction of Greenforest Circle Drainage Improvement Project.

 

Which alternative is recommended? Why?

 

Alternative “2” is recommended because:

 

a.                     B-Corp Utilities, Inc., is the lowest responsible bidder.

b.                     Clark and Fuller, P.L.L.C., the design engineering firm on this project, recommends the contract be awarded to B-Corp Utilities, Inc.

 

CONFORMITY TO CITY POLICY:

 

This project conforms to all State and City purchasing policies.

 

FINANCIAL IMPACT:

 

What is the amount of the expenditure in the current fiscal year? For future years?

 

The total cost for construction and installation of new storm sewer pipe with new curb inlets and drainage appurtenances is $626,479.88.

Is this expenditure budgeted?

 

Yes, the expenditure is budgeted in accounts 576-9591-495.63-26 and 375-8934-493.69-03.

RECOMMENDATION:

 

Staff recommends that the City Council authorize the City Manager or his designee to enter into a contract with B-Corp Utilities, Inc., in the amount of $626,479.88, for construction of  Greenforest Circle Drainage Improvement Project, and that the City Manager is expressly authorized to execute any and all changes within the amounts set by state and local law.
