SUBJECT: Authorize the award of Bid 21-14 to Road Solutions, LLC, for the construction of two traffic signals at the intersections of Clear Creek Road/Bunny Trail and W. Elms Road/Tallwood Drive
BACKGROUND AND FINDINGS:
Traffic at the intersection of SH-201/Clear Creek Road and Bunny Trail is currently controlled by a stop sign on Bunny Trail, and the intersection of W. Elms Road and Tallwood Drive is currently controlled by a two-way stop on Tallwood. A transportation engineering study, which analyzed the traffic signal warrants identified in the Manual of Uniform Traffic Control Devices (MUTCD), concluded that traffic signalization warrants have been met and that both intersections should be signalized. City Council authorized a professional services agreement with Kimley Horn and Associates, Inc. (KHA), for the design and construction administration services for the two intersection signalization projects. Additional relevant information is available in the attached copy of the approved CCM/R 20-059R.
The city published the bid for the two intersection signalization projects in one bid package. On February 25, 2021, the City of Killeen received competitive bids from three contractors for the New Traffic Signals (2 Locations) Project. The bids, opened and read aloud through zoom online video conferencing, are as follows:
- Road Solutions, LLC with a total bid of $546,358.71
- Austin Traffic Signal Construction Co. with a total bid of $584,603.00
- DeNucci Construction, LLC with a total bid of $815,318.00
Engineer’s estimated probable costs was $607,000 for the two intersections.
THE ALTERNATIVES CONSIDERED:
1. Do not move forward with the construction of the traffic signals.
2. Award a construction contract to Road Solutions, LLC, for the construction of the traffic signals.
Which alternative is recommended? Why?
Alternative 2 is recommended because Road Solutions, LLC is the lowest responsible bidder and allows the City to proceed forward with construction of the traffic signals at the lowest cost to the City. Kimley Horn and Associates Inc., the design engineering firm on this project, has also recommended the contract be awarded to Road Solutions, LLC.
CONFORMITY TO CITY POLICY:
Authorizing a construction contract with Road Solutions, LLC, for the construction of the New Traffic Signals (2 Locations) Project conforms to all State and City purchasing policies.

The total cost for construction of the traffic signals is $546,358.71.

RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager or his designee to enter into a contract with Road Solutions, LLC, in the total amount of $546,358.71 for the construction of two traffic signals and associated improvements, and that the City Manager is expressly authorized to execute any and all changes within the amounts set by state and local law.
