SUBJECT: FY 2021 Project Safe Neighborhood Grant
BACKGROUND AND FINDINGS:
The Police Department applied for a one-year grant from the U.S. Department of Justice, Office of Justice Programs, for the purpose of Project Safe Neighborhood and it was awarded pending acceptance by the City Council. This grant will provide funding for overtime purposes in the amount of $93,000 for various functions to assist the Police Department to improve our violent crime rate for the City of Killeen. These services include enforcement, investigation, public outreach, and other related activities.
The City Council approved the grant in a resolution on February 23, however, the resolution lacked certain language that the grant issuing authority required and the attached updated resolution is to correct that oversight. The grant parameters have not changed.
THE ALTERNATIVES CONSIDERED:
1) Find another source of funding to provide these services.
2) Decline the grant offer and do not provide the additional services.
3) Accept the grant to allow the police department more options to improve the crime rate.
Which alternative is recommended? Why?
Staff recommends that option #3 be selected as it will have a positive impact on our community and allow additional measures to assist in improving the violent crime rate in Killeen at no cost to the City.

RECOMMENDATION:
Staff recommends that the City Council accept the grant and authorize the City Manager to sign the agreement for the Project Safe Neighborhood Grant in the amount of $93,000 and authorize the Killeen Police Department to administer the duties required for the grant under the oversight by the City’s Finance Department.
