SUBJECT: Consider an ordinance amending Chapter 28 of the City of Killeen’s Code of Ordinances by codifying the maximum speed limit on certain sections of SH195, SH201, Featherline Rd., and East Trimmier Rd.

BACKGROUND AND FINDINGS:

In February 2019, Ordinance No. 19-003 was approved amending Chapter 28 of the City of Killeen’s Code of Ordinances and codifying most of the City’s existing speed limits that vary from prima facie speed limits pursuant to state law. After the ordinance was approved, it was discovered that the ordinance does not take into account the current northern city limits on SH 201 and the southern city limits on SH 195. Also, in order to address roadway safety concerns based on citizen input, a speed study has been conducted on Featherline Rd. and East Trimmier Rd and the determination of that study reduces the speed limit on Featherline and East Trimmier. The proposed ordinance would correct any oversights and codify existing posted speed limits for certain sections of the various areas.

THE ALTERNATIVES CONSIDERED:

The following alternatives were considered:

1. Take no action
2. Request a modification or further studies to the proposed Ordinance change
3. Adopt this Ordinance to amend Chapter 28 of the City of Killeen’s Code of Ordinance

Which alternative is recommended? Why?

Alternate # 3 is recommended because:
1. The recommended speed limits are based on completed speed studies (engineering and traffic investigations) performed by either City staff or TxDOT with guidance provided by the Texas Manual on Uniform Traffic Control Devices;
