SUBJECT: Ordinance amendment providing for the revised definition of Single Family Equivalent

BACKGROUND AND FINDINGS:
On December 11, 2018 the City Council approved Ordinance 18-045 establishing a Street Maintenance Fund and providing for the collection of street maintenance fees. Street maintenance fees are determined based on Single Family Equivalents. The ordinance established 77 land uses with equivalent number of vehicle trips to a single family land use. Separate land uses were established for a Church at 0.24 Single Family Equivalents per 1,000 square feet of gross floor area and for Mosques at 2.09 Single Family Equivalents per 1,000 square feet of gross floor area. These equivalents were derived from trip generation rates, pass by percentages, and trip lengths published by the Institute of Transportation Engineers.

Staff has reviewed the Single Family Equivalents in question and is recommending that a single designation of Place of Worship be established at the rate of 0.24 Single Family Equivalents and the definitions should be amended to reflect such a designation and a rate.

This ordinance amendment also establishes billing codes for each Single Family Equivalent Land Use to be used for monthly billing purposes.

THE ALTERNATIVES CONSIDERED:
The following alternatives were considered:

1. Make additional changes to the Single Family Equivalent land uses.
2. Do not amend the ordinance and charge street maintenance fees based on current Single Family Equivalent land uses.
3. Amend the ordinance to establish a uniform Single Family Equivalent for Places of Worship.
