Consider a memorandum/resolution authorizing an agreement with the Junior Service League of Killeen for a $75,000 contribution to construct an Outdoor Fitness Court.

SUBJECT:                      Junior Service League of Killeen Outdoor Fitness Court Agreement                                           

 

BACKGROUND AND FINDINGS:

 

The City of Killeen was notified in the Fall of 2018 that it was the recipient of a grant in the amount of $30,000 from the National Fitness Campaign to assist in the construction of an Outdoor Fitness Court. The total value of the project to include installation is $135,000. Community Services has $30,000 available in the Governmental CIP Fund from remaining bond funds designated for park projects. 

 

Staff made a presentation to the Junior Service League of Killeen in November of 2018 to determine if the organization had an interest in partnering to assist in completing the funding of the Outdoor Fitness Court. The Junior Service League of Killeen committed $75,000 to the project. The partnership with the Junior Service League of Killeen would enable the project to be fully funded in the amount of $135,000.

 

The Junior Service League of Killeen seeks to have a signed agreement in place to ensure the City of Killeen is committed to maintaining the Outdoor Fitness Court. The organization seeks assurances that the City of Killeen provides annual funding to ensure that any repairs required to the Outdoor Fitness Court as a result of normal wear and tear, vandalism, or misuse will be repaired in a timely fashion.

 

THE ALTERNATIVES CONSIDERED:

 

Enter into a mutual agreement with the Junior Service League of Killeen to accept the $75,000 contribution for the purpose of purchashing and installing an Outdoor Fitness Court at Lions Club Park.

 

Not enter into an agreement with the Junior Service League of Killeen and not purchase and install the Outdoor Fitness Court at Lions Club Park.  

 

Which alternative is recommended? Why?

 

Staff recommends the City Council authorize the City Manager to enter into an agreement with the Junior Service League of Killeen to accept the organization’s $75,000 monetary contribution under the terms of outlined agreement between the City of Killeen and Junior Service League of Killeen.     

 

The proposed partnership with the Junior Service League would allow the City to accept the grant from the National Fitness Campaign and proceed with the purchase and installation of the Outdoor Fitness Court at Lions Club Park. The partnership will enable the City to add an additional amenity to the Lions Club Park Hike and Bike Trail. The project provides added value and amenities for the community.  

 

Community Services recognizes the value added to projects when partnerships are formed with local clubs/organizations. Partnerships such as this promote community involvement and ownership. Community Services has partnered with several local organizations to facilitate added value to projects. Groups such as Mickey’s Convenience Stores, Lions Club Foundation, and the Kiwanis Club are some of the organizations that the City of Killeen has successfully partnered with over the years. These partnerships have resulted in over a $500,000 in capital projects done within our parks system.

 

CONFORMITY TO CITY POLICY:

 

The proposed Parks Master Plan Update identifies the need for additional public recreation opportunities within Killeen’s park system. 

 

FINANCIAL IMPACT:

 

What is the amount of the expenditure in the current fiscal year? For future years?

 

Fiscal Year 2018-2019 fiscal impact would be $135,000.  This amount includes a $75,000 contribution from the Junior Service League, $30,000 from the National Fitness Campaign, and $30,000 from Community Services Governmental CIP from remaining bond funds designated for park projects.

 

Is this a one-time or recurring expenditure?

 

This agreement outlines the requirements of the City to maintain the Outdoor Fitness Court to the standards of the original specifications at a minimum. The City will be obligated to allocate funds on an annual basis to provide the necessary maintenance related to the facility. In addition, replacement costs will be incurred as equipment becomes worn and outdated. Staff would recommend an additional $5,000 be added to the Parks Maintenance line item to ensure adequate maintenance funds.

RECOMMENDATION:

 

Staff recommends City Council authorize the City Manager to enter into an agreement with the Junior Service League of Killeen to accept a $75,000 contribution for the construction of an Outdoor Fitness Court.
