SUBJECT: Bell County Hazard Mitigation Plan

BACKGROUND AND FINDINGS:
The City of Killeen partnered with CTCOG and Bell County to complete a County Hazard Mitigation Plan. The plan demonstrates the community’s commitment to reducing risks from hazards and serves as a tool to help decision makers direct mitigation activities and resources. This plan was also developed to make CTCOG, Bell County, and its participating jurisdictions eligible for certain federal disaster assistance, specifically, the Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program (HMGP) and Pre-Disaster Mitigation program, as well as earning credits for the National Flood Insurance Program’s Community Rating System. To qualify for these funds, the jurisdiction applying must have an approved Hazard Mitigation Plan on file with the State of Texas and FEMA. The public was asked to contribute to the plan via an online poll and an in person community meeting.

To qualify for official inclusion in the document, the City of Killeen is required to participate in the development of the plan in the following ways:

1. Participate as part of the Hazard Mitigation Planning Committee.
2. Detail areas within the planning area where risk differs from that facing the entire area.
3. Identify specific projects to be eligible for funding.
4. Obtain formal adoption of the plan by governing board. Action by City Council.

The Hazard Mitigation Plan (HMP) is a very important step in our comprehensive emergency management program. The development of the Emergency Operations Plan was made in consideration of the work done in the HMP.

THE ALTERNATIVES CONSIDERED:
1. Not to adopt the HMP.
