SUBJECT:                     Boards and Commissions - Citizen Appointments

 

BACKGROUND AND FINDINGS:

The City Council made appointments to various Boards & Commissions at its September 11, 2018 regular meeting. There were four (4) seats on three (3) different boards that were not appointed at that meeting and since September 11, 2018, three (3) seats on two (2) different boards have been vacated and one (1) seat on a board has been filled by a specific representative.  Also, at this time, the Chamber of Commerce and the Killeen Industrial Foundation have made their recommendations to appoint/re-appoint members to the Killeen Economic Development Corporation (KEDC).  This resolution appoints citizen members to the recently vacated seats and the annual appointments to KEDC.

 

Prior to the annual board and commissions appointments being made, the Senior Citizen Advisory Board had five (5) members resign.  At the time of consideration to fill vacant positions, the city only had three (3) citizen applications submitted.  Since then, several more applications have been turned in for review and consideration to serve on the Senior Citizen Advisory Board.

The Board of Adjustment - Zoning board has a position dedicated for a Planning and Zoning Commission representative.  Prior to September 11, 2018, this position was held by Mr. Tad Dorroh.  On September 11, 2018, City Council voted to replace Mr. Dorroh on Planning and Zoning as he was termed out.  Planning and Zoning met on October 1, 2018 and are recommending that Sean Payton represent the Planning and Zoning Commission on the Zoning Board of Adjustment.  Also, since September 11, 2018, Mr. Joel Stiene has indicated that he is no longer interested in serving on this board.

As with the Board of Adjustment - Zoning board, the Heritage Preservation Board also has a position dedicated for a Planning and Zoning Commission representative.  Prior to September 11, 2018, this position was held by Mr. Tad Dorroh.  On September 11, 2018, City Council voted to replace Mr. Dorroh on Planning and Zoning as he was termed out.  Planning and Zoning met on October 1, 2018 and are recommending that Ramon Alvarez represent the Planning and Zoning Commission on the Heritage Preservation Board.

Two (2) Chamber of Commerce appointed seats (Chamber rep and KIF rep) on the Killeen Economic Development Corporation (KEDC) Board were not yet appointed by the Chamber in time for the September 11th Council meeting.  Since then, the Chamber of Commerce has reappointed Paula Lohse to the Chamber Representative seat and appointed Randy Sutton to the KIF Representative seat. Both representatives will serve a 3-year term on the KEDC Board beginning October 1, 2018.

On Killeen Volunteers Inc., the Volunteer Killeen Representative, Linda Knotts is being replaced with Bernadette Jones who was selected by the Volunteer Killeen committee to serve as their chair.

On Planning and Zoning, commission member Ben Purser, Position 1 has resigned from the Planning and Zoning Commission.  Also, Planning and Zoning Chairman Peters has notified the City Manager’s office that Mr. Eugene Kim, Position 6 has missed three consecutive meetings without any notification and the City Council has the option to declare his seat vacant.  Therefore, position 1 and position 6 seats needs to be considered.

The City Council may choose to approve the above listed appointments and complete the Boards.

 

The City Council may choose not to approve the above listed appointments, which would cause continued vacancies on the Boards.

It is recommended that the City Council find Planning and Zoning Position 6 vacant due to absences, and appoint new member individuals to fill the various vacancies.
