Consider a memorandum/resolution approving the Memorandum of Understanding with Texas A&M Engineering Extension Service.

SUBJECT:                       Memorandum of Understanding - Texas A&M Engineering Extension Service

 

BACKGROUND AND FINDINGS:

 

The Texas A&M Engineering Extension Service (TEEX) sponsors Texas Task Force 1 (TX-TF1) which responds to emergencies both State and Federal. Activities associated with the TX-TF1 include urban search and rescue (US&R), swift water, and training associated with each.   

 

There are member participation requirements to ensure adequate training and technical skills. DSH/FEMA and TX-TF1 sponsored training and exercises are controlled and funded by DHS/FEMA and or TX-TF1. When actual deployments are declared TEEX will reimburse the deploying agency for incurred expenses including backfill authorizations.

 

As part of a deployment to other regions where devastating disasters have occurred TX-TF1 members save lives. Along with this important mission, there is a very important intrinsic value to Killeen’s citizens. By training Killeen Fire Department members in these technical skills, the citizens of Killeen will have skilled professionals locally ready to intervene in a local emergency.

 

This Memorandum of Understanding (MOU) will remain in effect until October 31, 2023 from date of execution. Any party, upon 30 day written notice, may terminate this MOU.

 

THE ALTERNATIVES CONSIDERED:

 

1.                     Not enter into the MOU with TEEX TX-TF1 - causes reduced emergency capabilities
2.
                     Enter into the TEEX TX-TF1 MOU - recommended alternative

 

Which alternative is recommended? Why?

2.                     It is best practice to have a MOU with TEEX TX-TF1 as this will increase local emergency response capabilities.

 

CONFORMITY TO CITY POLICY:

 

This Memorandum of Understanding is considered an Interlocal Agreement and conforms to city policy and state laws.

 

FINANCIAL IMPACT:

 

What is the amount of the expenditure in the current fiscal year? For future years?

 

There is temporary usage of payroll funding required until reimbursement. The amount of temporary payroll usage is variable depending on the length of a deployment this year and future years.

 

Is this a one-time or recurring expenditure?

 

This temporary usage of payroll funding may occur at any time of year depending on the emergency declaration.

 

Is this expenditure budgeted?


The funding is budgeted in the fiscal year of deployment

 

If not, where will the money come from?

 

The funding is reimbursed

 

Is there a sufficient amount in the budgeted line-item for this expenditure?

 

Yes

 

RECOMMENDATION:

 

Staff recommends that the City Council approve the Memorandum of Understanding with TEEX, and authorize the City Manager, or his designee, to execute the agreement.
