Attending:                     Mayor Pro Tem Jim Kilpatrick, Councilmembers Butch Menking, Juan Rivera, Gregory Johnson, Shirley Fleming, Debbie Nash-King, and Steve Harris

 

Also attending were City Manager Ronald L. Olson, City Attorney Kathryn Davis, City Secretary Lucy Aldrich, and Sergeant-at-Arms Gilman.

 

Approval of Agenda

 

Motion was made by Mayor Pro Tem Kilpatrick to approve the agenda as written. Motion seconded by Councilmember Menking. The motion carried unanimously.

 

Resolutions

 

RS-18-065                     A.  Receive Fiscal Year 2018-19 Proposed Annual Budget and Plan of Municipal Services

 

                               B.  Set the date of September 4, 2018, to hold a public hearing on the Fiscal Year 2018-19 Annual Budget and Plan of Municipal Services.

                                 Staff Comments:  Ron Olson

                                 Mr. Olson presented the City Council with the FY2019 proposed budget and identified the schedule to discuss each fund in more detail (August 14, August 21 and August 28).  Mr. Olson advised the council of the current financial condition and the future needs of the city.  He identified strategic budget issues as compensation equity for employees, the Texas Municipal Retirement System (TMRS), deferred street maintenance, and deferred city owned building maintenance and the effect each will have on the budget now and in the future.  The proposed budget was presented with all operation funds being balanced, without raising taxes, without increasing utility rates and without increasing fees.  As mentioned, discussions on the FY 2019 proposed budget will continue as scheduled until adoption of the final budget in September.

 

Motion was made by Councilmember Fleming to approve RS-18-065, setting the date of September 4, 2018, to hold a public hearing at 5:00 p.m. in the Utilities Collections Conference Room on the fiscal year 2018-19 proposed budget.  Motion was seconded by Councilmember Nash-King.  Motion carried unanimously.

With no further business, upon motion being made by Mayor Pro Tem Kilpatrick, seconded by Councilmember Rivera, and unanimously approved, the meeting was adjourned at 7:03 p.m.
