BACKGROUND AND FINDINGS:
On September 8, 2017, the Killeen Arts Commission voted to reduce the board by two public-at-large positions due to excessive vacancies and absenteeism. The Killeen Arts Commission is requesting to revise its Rules and Regulations to reduce the number of members to nine (9) effective October 1, 2018.
THE ALTERNATIVES CONSIDERED:
1. Revise the Killeen Arts Commission rules and regulations reducing the Commission to nine (9) members.
2. Do not revise the Killeen Arts Commission rules and regulations reducing the Commission to nine (9) members.
Which alternative is recommended? Why?
The Killeen Arts Commission voted to approve Option #1 due to the lack of attendance which results in quorum issues.
CONFORMITY TO CITY POLICY:
Article III, Section 27 of the City Charter states that all powers of the City of Killeen and the determination of all matters of policy shall be vested in the City Council. The Killeen Arts Commission is requesting to revise its Rules and Regulations which requires the approval of the City Council.
