BACKGROUND AND FINDINGS:
The Killeen Arts Commission encourages and promotes the development of community resources for the support of the arts and cultural enrichment in the city. The Commission also provides the City Council with a recommended allocation of the annual hotel/motel tax revenue grants. These grants are issued to encourage the arts while promoting tourism, convention, and the hotel industry. The Commission has an eleven (11) member board that is appointed by the City Council. The board consists of seven (7) members of the public-at-large and four (4) technical positions. The four (4) technical positions include:
1. A representative of instrumental and vocal music/radio/television/tape and sound recording;
2. A representative of dance/drama/motion pictures/creative writing;
3. A representative of folk art/painting/sculpture/photography/graphic and craft arts/architecture/design and allied field; and
4. An educator with a background in the arts.
Prior to October 2004, the Killeen Arts Commission consisted of a nine (9) member board. In October 2004, the City Council approved two additional public-at-large members to the Killeen Arts Commission bringing the total members to eleven (11). In October 2005, the City Council approved two more public-at-large members bringing the total members to thirteen (13). In September 2006, the City Council reduced the members of the Killeen Arts Commission back to eleven (11) members.
On September 8, 2017, the Killeen Arts Commission voted to reduce the board by two public-at-large positions due to excessive vacancies and absenteeism. The Killeen Arts Commission is requesting that the number of members be reduced back to nine (9) effective Octo...
