Consider a memorandum/resolution awarding Bid No. 18-08 for a construction contract with Bruce Flanigan Construction, Inc. to construct the Septic Tank Elimination Program (STEP) Phase X Project.

SUBJECT:                     Authorize the Award of a Construction Contract with Bruce Flanigan Construction, Inc. to Construct the Septic Tank Elimination Program (STEP) Phase X Project

                                         

 

BACKGROUND AND FINDINGS:

 

In 2002, the City implemented the Septic Tank Elimination Program (STEP) to connect properties served by on-site sewage facilities (septic systems) to the City sanitary sewer system. The construction of STEP, Phases I - IX is complete. STEP, Phase X will bring City sanitary sewer to 101 homes in the Tucker Subdivision (Clear Creek Rentals) which is located at 6000 South Clear Creek Road.  On Wednesday, January 31, 2018, bids were opened and read aloud for the construction portion of STEP, Phase X.  Four contractors submitted bids on this project.  The bids are as follows:

THE ALTERNATIVES CONSIDERED:

 

The City could:  1) discontinue STEP but this would stop a very successful program that has greatly enhanced the quality of life for citizens as well as increasing water quality in areas impacted by septic systems;  2) choose another site for STEP, Phase X, however, Clear Creek Rentals has the most dense lay-out of septic systems in the City; or  3) award the construction contract to Bruce Flanigan Construction for the construction of the STEP, Phase X Project.

 

Which alternative is recommended? Why?

 

Alternative 3 is recommended because:

1.                      Bruce Flanigan Construction is the lowest responsible bidder and has extensive experience with the construction of sanitary sewer systems;

2.                       Bruce Flanigan Construction has done very good work in the construction of several other projects for the City of Killeen;

3.                     The owner of Clear Creek Rentals has already agreed to the STEP terms for the 101 homes in the subdivision; and

4.                       CP&Y, the design engineering firm on this project, recommends the award of contract to Bruce Flanigan Construction.

 

CONFORMITY TO CITY POLICY:

 

Authorizing a construction contract with Bruce Flanigan Construction for the construction of the STEP, Phase X Project conforms to all State and City purchasing policies.  STEP, Phase X meets Goal #10, Sound Infrastructure, of Vision 2030.  

 

FINANCIAL IMPACT:

 

What is the amount of the expenditure in the current fiscal year? For future years?

 

Funding for this project is available in the amount of $673,673.30 through Account Number 386-3495-800.54-56 of the 2013 Water and Sewer Bond.  This amount of expenditure is available in the current fiscal year.

 

Is this expenditure budgeted? If not, where will the money come from?

Yes, there is a sufficient amount in the budgeted line-item for this expenditure.

 

RECOMMENDATION:

 

Staff recommends that the City Council authorize the City Manager to enter into an agreement with Bruce Flanigan Construction, Inc. for a construction contract to construct the STEP, Phase X Project in the amount of $673,673.30, and that the City Manager is expressly authorized to execute any and all changes within the amounts set by state and local law.
