Attending: Mayor Pro-Tem Brockley Moore, Councilmembers Jim Kilpatrick, Juan Rivera, Shirley Fleming, Gregory Johnson, Jonathan Okray, and Richard Young
Also attending were Interim City Manager Lillian Ann Farris, City Attorney Kathryn Davis, City Secretary Dianna Barker, and Sergeant-at-Arms Cole.
Approval of Agenda
Motion was made by Mayor Pro-Tem Moore to approve the agenda as written. Motion seconded by Councilmember Young. The motion carried unanimously.
Resolutions
RS-16-119 Consider a memorandum/resolution relieving Assistant City Manager for Internal Services of the temporary duties of Interim City Manager and consider other options for Interim City Manager services.
Motion was made by Councilmember Young to approve RS-16-119, considering a memorandum/resolution relieving Assistant City Manager for Internal Services of the temporary duties of Interim City Manager. Motion was seconded by Councilmember Kilpatrick. Motion carried 4 to 3 with Councilmember Rivera, Mayor Pro-Tem Moore, and Councilmember Okray opposing.
Councilmember Okray made a statement for the record. See attached.
Motion was made by Councilmember Kilpatrick to make October 10, 2016 the effective date for relieving Dr. Farris of the duties of Interim City Manager. Motion was seconded by Councilmember Young. Motion carried 5 to 2 with Mayor Pro-Tem Moore and Councilmember Okray opposing.
The Council directed Human Resources Director Eva Bark to search within the City of Killeen for a replacement Interim City Manager.

With no further business, upon motion being made by Councilmember Rivera, seconded by Councilmember Young, and unanimously approved, the meeting was adjourned at 8:12 p.m.
