BACKGROUND INFORMATION
 
On May 29, 2012, the City Council passed a resolution authorizing the award of a construction contract bid for the Downtown Streetscaping and Andy K. Wells Trail Extension project (see CCM/R 12-015R). This first phase of the Downtown Improvements project was substantially completed in early 2014.
 
On January 2, 2014, the Killeen Economic Development Corporation (KEDC) approved a Performance Agreement with Solix, Inc. to lease a building at 402 East Avenue D, which will serve as a customer care center and will include call center operations. As part of that agreement, the KEDC will pay the City of Killeen a portion of the Downtown Improvements, Phase II project to extend the Avenue D improvements completed through the first Downtown Improvements Project two blocks east to 10th Street and correct historical drainage issues along 10th Street (the "Project").
 
DISCUSSION/CONCLUSION
 
The proposed professional services agreement with Walker Partners, L.L.C. is in the amount of $220,510 and includes engineering services and surveying services. The Project will include the continuation of the streetscaping from the first Downtown Improvement Project limits just east of the Avenue D and 8th Street intersection, to the west portion of the Avenue D and 10th Street intersection (see attached project location diagram). Major items of work will include the design of pavement reconstruction, drainage structures, traffic control, signage, decorative illumination, landscaping, irrigation, and erosion control.  
 
In addition to the streetscaping enhancements, significant improvements are proposed to correct existing drainage on 10th Street from north of the Burlington Northern Santa Fe (BNSF) Railroad line to the Avenue D and 10th Street intersection. The existing storm sewer on Avenue D and 10th Street lacks the capacity to convey the existing drainage to Nolan Creek. The proposed drainage portion of this Project will provide additional means of relieving the accumulation of runoff at 10th Street and the United States Post Office by conveying it south to Nolan Creek. An additional benefit is the volume of runoff, currently flowing east along Avenue E and impacting the Killeen Food Care Center, will be greatly reduced and more manageable.
 
The Project budget estimates a total project cost of $1,624,877, with $1,404,367 being the estimated construction project costs. The City will provide funding for this expenditure and the KEDC will advance $300,000 towards the total Project cost.
 
The proposed engineering contract submitted by Walker Partners, L.L.C., in the amount of $220,510, provides engineering services including surveying, design, permitting, and bidding administration for the Project.
 
FISCAL IMPACT
 
The total fiscal impact associated with this action is $220,510, which is available in the Designated Expenses/KEDC - Downtown Match Account No. 346-3446-434.50-75.
 
RECOMMENDATION
 
City staff recommends that the City Council authorize the City Manager to enter into a professional services agreement with Walker Partners, L.L.C., in the amount of $220,510, and that the City Manager be expressly authorized to execute any and all change orders within the amounts set by state and local law.
