SUBJECT: Hill Country Community Action Association ARPA Subrecipient Agreement for equipment funding for Meals on Wheels Program

BACKGROUND AND FINDINGS:

Hill Country Community Action Association (HCCAA) operates the Senior Meals on Wheels program which provides hot meals to over one hundred seniors in the Killeen Community. Currently, the program is operating out of a city-owned (previously donated) WWII Army barracks building that has far exceeded its useful life and is not economically feasible to renovate. Although the City owns the building, HCCAA holds a lease and is responsible for maintenance, repair, and upkeep of the structure.

HCCAA partnered with Madhouse Inc., developer of the Avanti Legacy Parkview Senior Housing Project to relocate its Senior Meals on Wheels program preparations out of the commercial kitchen in the new development.

Council authorized an award through the adopted City of Killeen American Rescue Plan Act (ARPA) Potential Uses for HCCAA the amount of $200,000.00 for the Meals on Wheels project.

The Avanti Legacy Parkview Senior Housing project will begin construction in early Fall 2024. Prior to the completion of construction, HCCAA must procure commercial kitchen equipment for operations of Meals on Wheels program.

This item is to obtain authorization from City Council to allow the City Manager or his designee to execute an ARPA subrecipient agreement for with HCCAA in an amount of $200,000 for the purchase of commercial kitchen equipment.
