BACKGROUND AND FINDINGS:

 

City Manager, James “Kent” Cagle announced his retirement from the position of City Manager for the City of Killeen effective May 29, 2026.

 

Mr. Cagle served as Interim City Manager beginning June 15, 2026, and ending October 9, 2026.

 

The Mayor and Council may choose to appointment an Interim City Manager until a permanent City Manager begins work.

 

If approved, Ms. Lauren Wilson, Assistant City Manager, will serve as Interim City Manager beginning October 10, 2026, until a permanent City Manager is appointed.

If approved, Ms. Wilson will receive a 10% increase in base pay while serving as Interim City Manager.

This is a one-time expenditure.

Yes, funds are available in the General Fund City Manager salary and benefits accounts 100-51110-120-121-000000 through 100-51700-120-121-000000.

RECOMMENDATION:

 

Staff recommends the Killeen City Council appoint an Interim City Manager until a permanent City Manager is appointed.
