SUBJECT: City Manager Appointment

BACKGROUND AND FINDINGS:

City Manager, James “Kent” Cagle announced his retirement from the position of City Manager for the City of Killeen effective May 29, 2026.

On May 19, 2026, City Council approved Affion Public as the executive firm to conduct the search for a City Manager.

The firm received forty-one (41) qualified applications and after thorough vetting of each qualified application, presented the council with nine (9) semi-finalists. On September 1, 2026, the City Council narrowed the candidates to four (4) finalists.

On September 22, 2026, the finalists participated in a City tour, a luncheon with executive leadership, panel interviews with the City Council, and a meet and greet with the public. On September 23, 2026, City Council interviewed the four finalists. A consensus was reached to offer the position of Killeen City Manager to Dr. Marie Peoples. The effective date of the employment agreement will be November 9, 2026.

Current Year Expenditures:
The agreement specifies an annual salary of $260,000, an annual automobile allowance of $7,200, a contribution to an eligible 457 plan of $15,000, relocation assistance of $15,000, and interim housing assistance of $3,500 per month for up to three months.

Future Year Expenditures:
The agreement specifies an increased contribution to an eligible 457 to $18,000 in years two and three and $20,000 in year 4 and thereafter. Any other adjustments ...
