SUBJECT: Letter of Agreement with Donelson Construction Company, LLC, a sole source provider of Pressurepave, in the amount of $2,587,264.80

BACKGROUND AND FINDINGS:

The City of Killeen maintains approximately 566.24 centerline miles of paved roadways within the city limits, with a total replacement value of $883.3 million.

On March 23, 2021, via Ordinance 21-013 was approved, increasing the street maintenance fund by $4,250,000 to address emergency street repairs due to the winter storm earlier that year. On September 14, 2021, via Ordinance 21-055 was approved, amending the street maintenance fee to an amount which provided funds to assist the transportation division in properly maintaining the transportation system and funding a bond for the replacement of Bunny Trail, Gilmer, Watercrest Willow Springs, and Stagecoach roadways.

On October 24, 2023, via Resolution 23-168R, the City Council authorized a professional services agreement with Transmap Corporation to determine the overall condition of the road network and provide a five-year maintenance strategy. This service includes laser scanning of all the City's roadways in search of defects including cracking, rutting, separation, and wear. Using approved calculation methods, as started by the Corp of Engineers and adopted by the Federal Transportation Administration, a Pavement Condition Index was determined for all roadways. This rating is a range of 0 to 100 that best ranks a roadway based on the surface condition to determine the age of life, the maintenance type needed, and approximate time until normal maintenance methods will prove to be fiscally impracticable.
