Attending: Council members Jim Kilpatrick, Juan Rivera, Brockley Moore, Jonathan Okray, and Elizabeth Blackstone

Absent: Mayor Pro-Tem Jose Segarra and Council member Shirley Fleming

Also attending were City Manager Glenn Morrison, City Attorney Kathryn Davis, City Secretary Dianna Barker

Approval of Agenda

Motion was made by Councilmember Blackstone to approve the agenda as written. Motion seconded by Councilmember Kilpatrick. The motion carried unanimously.

Public Hearings

PH-15-034 HOLD a public hearing for the extension of the corporate city limits of the City of Killeen by annexing 161.022 acres southwest of the intersection of Clear Creek Road (S.H. 201) and Old Copperas Cove Road. (2nd of 2 Public Hearings)

This is the 2nd of 2 public hearings required by law.

Mayor Cosper opened the public hearing. With no one appearing the public hearing was closed.


PH-15-037 HOLD a public hearing on the FY 2016 Proposed Annual Budget and Plan of Municipal Services for the fiscal year October 1, 2015 through September 30, 2016, and proposed changes to such budget. (3rd of 3 Public Hearings)
Staff comments: Karen Evans
This is the 3rd of 3 public hearings on the budget. Public hearings were conducted on August 11, 2015 and August 25, 2015. Adoption of the budget is scheduled for Sept 8th.

Mayor Cosper opened the public hearing.
Milton E. Powell, 2909 Wesley Dr. - feels a priority of the budget needs to be more code enforcement employees and would like to see a recycling program.
Rachel Brent, 1802 Sandstone - concerned about water rate increase and feels water rates/bills are too hard to understand.
With no one else appearing the public hearing was closed.
