Call to Order 6:26 PM.


Presiding: Mayor Joseph Solomon

Attending: Mayor Protem Jessica Gonzalez, Councilmembers Charles Kimble, Beverly Ann Williams, Anthony Kendrick, Mellisa Brown, and David Bass.

Absent: Councilmember Debbie Nash-King.

Also attending were Interim City Manager Kent Cagle, Assistant City Manager Laurie Wilson, City Attorney Holli Clements and Sergeant-at-Arms Lawrence

Approval of Agenda

Motion was made by Councilmember Kimble to approve the agenda, as presented. Motion was seconded by Councilmember Kendrick. The motion carried unanimously (6-0).

Citizen Comments on Agenda Items

Public Hearing
PH26017 Hold a public hearing to receive citizen input on the citizen comment and
participation process and open a 30day comment period from June 22
July 28, 2026, to receive citizen comment regarding the proposed
activities under the program year (PY) 202627 Annual Action Plan
describing the use of Community Development Block Grant (CDBG),
HOME Investment Partnerships (HOME), and HOME American Rescue
Plan (HOMEARP) program funds (1st of 2 Public Hearings)
Staff Comments: Tiffanie McNair, Executive Director of Community Development
Ms. McNair clarified that this Public Hearing was only about the citizen comment period, not the CDBG proposed activities.

Mayor Solomon opened the public hearing.

Ana Luisa Carrillo-Tapia, from the League of United Latin American Citizens, discussed utilizing CDBG funds to address issues/concerns about galvanized pipes, and to make sure that notices and communications are provided in English and Spanish languages.

Mayor Solomon closed the public hearing.
