SUBJECT: Mobile Data Terminals (MDT) and In-Car Video Replacements

BACKGROUND AND FINDINGS:
The Killeen Police Department has been using Mobile Data Terminals (MDT) and in-car camera systems in patrol units for a long time. The MDT has become a mission critical system for the police department in providing access to law enforcement systems for patrol officers as well as for automatic vehicle location (AVL). The City of Killeen deployed Mobile Vision (L3) in car video systems and COBAN all-in-one MDTs in 2014. Staff recommends equipping 24 patrol units with new Dell ruggedized computers and replacing L3 in-car video systems with COBAN Focus in-car video systems.

1. Authorize the purchase of equipment.
2. Do not authorize the purchase of the equipment.

Which alternative is recommended? Why?
Authorize the purchase of MDTs and in-car video equipment from GTS Technology Solutions to replace outdated equipment.

CONFORMITY TO CITY POLICY:
The Information Technology Department is seeking approval to purchase MDTs and in-car video replacements from GTS...
