BACKGROUND INFORMATION

 

In 2003 the City of Killeen entered into a Mutual Aid Agreement with the Department of the Army for Ft. Hood Texas.  The original mutual aid agreement covered Fire Department Mutual aid only.  Ft. Hood requested that a new Mutual Aid Agreement be drafted in 2007 to include Fire and EMS services.  Annex #1 covers Fire services with the Ft. Hood Fire Department and Annex # 2 covers EMS services with the Carl R. Darnall Medical Center at Ft. Hood, Texas.

 

DISCUSSION/CONCLUSION

 

Mutual Aid Agreements supply the Fire Departments and the EMS service with additional resources when a single incident or multiple incidents deplete all resources from any one entity.  The EMS Mutual Aid Agreement is the legal document which sets in writing the conditions that all entities agree to operate under.  At this time the Killeen Fire Department and Ft. Hood Fire Department are operating under the 2007 agreement.  Due to a change in Ft. Hood Garrison Commander and Ft. Hood Fire Chief, the agreement is being updated to contain current signatures. 

 

FISCAL IMPACT

 

The fiscal impact would be the cost in manpower and equipment of providing assistance to Ft. Hood.  Patients transported by Killeen EMS will be billed according to the City of Killeen billing procedures.  Staff believes that the benefits of this agreement will outweigh the cost when assistance is needed.

 

RECOMMENDATION

 

Staff recommends that the City Council give their approval for the City Manager to sign the Fire and EMS Mutual Aid Agreement with The Department of the Army for Ft. Hood, Texas.
