SUBJECT: National Mounted Warfare Foundation Memorandum of Understanding

BACKGROUND AND FINDINGS:

The National Mounted Warfare Foundation (NMWF) is requesting a Memorandum of Understanding Renewal that will enable funding for the Fiscal Year's (FY's) 25-29. The maximum funding amount each FY shall not $80,000 and will be funded using Hotel Occupancy Tax revenue. The previous Memorandum of Understanding (MOU) with NMWF was approved to assist with the National Mounted Warrior Museum (Museum) development. The previous Memorandum of Understanding took place during the FY's 2019 to the Fiscal Year 2024. The Foundation is requesting a renewal of the previous agreement for funding. The MOU renewal is for a period of 5 years; effective on October 1, 2024, of FY25, then concluding on September 30, 2029, of FY29.
The Bell County Hotel Occupancy Tax (HOT) received by the City of Killeen has been utilized as the source for the financial commitment towards the museum project.
Funds are to be used solely for payment for advertising, solicitations, and promotions that attract tourists and convention delegates to the City of Killeen, or the Museum, or for funding the establishment, improvement, or maintenance of a visitor information center at the Museum. The museum officially opened on September 18, 2024.
City staff has developed a Memorandum of Understanding Renewal that details the City's and the Foundation's responsibilities including reimbursement and reporting requirements. An annual proposed scope of work that outlines the specific expenses related to advertising and marketing is to be developed so that these HOT funds will attract future tourists to the museum.
