BACKGROUND INFORMATION
Chapter 29, City of Killeen Code of Ordinances, provides the manner by which a franchise to operate a taxicab service is granted. Luxury Cab Company has held a city franchise for taxi service since 2010. Their current franchise will expire August 24, 2015. Luxury Cab Company filed its application for taxicab franchise, along with the required application fee with the City Secretary on July 8, 2015. The City Manager, the Chief of Police, and the Director of Aviation have reviewed the application and are agreeable to the renewal.
DISCUSSION/CONCLUSION
Attached is the franchise ordinance that will allow Luxury Cab Company to continue to operate a taxicab service within the City of Killeen. The city charter requires three readings of the ordinance with a final vote taking place after the third reading. After passage there is a sixty-day waiting period before the franchise takes effect. Because the company's current franchise will expire before the effective date of the new franchise, staff recommends that the company be allowed to continue operations under the terms of their original franchise.

RECOMMENDATION
Staff recommends adoption of the ordinance permitting Luxury Cab Company a taxicab service franchise and that City Council authorizes Luxury Cab to continue service under their current franchise until the passage and effective date of the renewal franchise.
