SUBJECT: Amending Chapter 12 - Flood Damage Prevention
BACKGROUND AND FINDINGS:
The Engineering division was previously organized in the Development Services Department. This was changed in March 2025 to designate the City Engineer's Office as a standalone department responsible for reviewing construction drawings and infrastructure projects for compliance with codes, regulations, and standards. This includes evaluation of projects for adequate drainage and flood prevention measures. Chapter 12 is established to minimize risk due to flooding and grants authority to the floodplain administrator to regulate any structures or use of land that may alter the natural floodplain or stream channels. The current adopted code designates the Building Official as the floodplain administrator in Sec. 12-36.
Staff Findings:
Staff finds that the City Engineer is the best-qualified position to review development within the floodplain and recommends amending Sec. 12-36 to remove the term "Building Official" and designate the City Engineer as the floodplain administrator.
