SUBJECT: Award Bid #18-06 to Quality Concrete Construction for the construction of Stewart Neighborhood Phase 4 - Sidewalk Reconstruction.

BACKGROUND AND FINDINGS:

During the FY 2017-18 budget process the Public Works-Street Operations was allocated $301,167.22 of Community Development Block Grant (CDBG) (Ord. 17-044) funds to be used for sidewalk reconstruction in the Stewart Neighborhood. The sidewalk improvements include demolition and installation of concrete sidewalks and tree/root removal on Culp Avenue to 18th Street, Duncan Street, 22nd and 24th Street. This project continues to enhance the Stewart Neighborhood pedestrian connectivity between Eastward Elementary School, Stewart-Lions Park and the Stewart Neighborhood Nature/Education Trail benefitting the residents in the area.

THE ALTERNATIVES CONSIDERED:

Three (3) bids were submitted for this phase of improvements and are as follows: Quality Concrete Construction-$328,367.00, Yoko Excavating-$397,817.00, and TCB Construction-$499,789.00. The line item section bid through line 79 from Quality Concrete Construction is within the available budget. The alternatives considered are to award or reject the low bid through line 79 to the lowest responsive and responsible bidder. City staff recommends awarding the bid through line 79 to Quality Concrete Construction.
