SUBJECT: Vote to elect Directors of the Tax Appraisal District of Bell County
BACKGROUND AND FINDINGS:
Recent changes to the Texas Property Tax Code replace the previous process for appointing the Board of Directors of the Tax Appraisal District of Bell County. Beginning this year, voters elected three members to serve on the Board of Directors of the appraisal district and five directors will be selected by the taxing units for a term beginning January 1, 2025.
Entity selections will be conducted differently under the new process. Rather than specific entities appointing members, a two-part process will now be used. Initially, all taxing entities in Bell County nominated up to five candidates by resolution. The City of Killeen nominated Kenny Wells.
Each entity now has a certain number of votes to put towards whichever candidate or candidates they choose. Because there are five seats, there are 5,000 total votes. Each entity receives a percentage of the 5,000 votes based off the percentage of the total tax levy. The City of Killeen will have 552 of the 5,000 votes. The five candidates that receive the most votes will be members of the Board of Directors beginning January 1, 2025.
The City is required to approve a resolution with its vote no later than the second meeting after receiving the ballot, which is November 19, 2024.
