BACKGROUND AND FINDINGS:
The FY 2024 Capital Improvement Plan includes the Outdoor Warning Siren (OWS) project as a funded project for the installation of a new siren, relocating a siren, and to finalize the anti-hacking security enhancements.
This project will install a new, additional, solar powered modular siren at Long Branch Park with battery backup, move the siren from Avenue D to the city park located on Green Avenue, and install security components at the secondary base station. These will be our first sirens mounted on steel poles and that will be solar powered to prolong the life of the pole and reduce maintenance cost over time.

CONFORMITY TO CITY POLICY:
The Office of Homeland Security & Emergency Management is seeking approval for Outdoor Warning Siren additions and changes from Federal Signal under the cooperative contract TIPS Contract #220105. Purchases made through a cooperative contract are exempt from the competitive bidding process as stated in Texas Local Government Code (TLGC) section 271.102, subchapter F;" a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for purchase of the goods or services."
