SUBJECT: ARPA Project-Police Academy Building

BACKGROUND AND FINDINGS:

The Killeen Police Academy was awarded $250,000.00 in ARPA06 funding in FY23. Academy staff assessed the greatest needs at the Killeen Police Academy and Training Center and determined that office space for instructors was at the top of the priority list. Staff explored several options to address the lack of instructor office space and determined that a modular building was the most economical and fiscally responsible way to address the problem.
A total of two (2) bids were received from BOXX Modular (Austin, Texas) and Satellite Shelters Inc. (Cedar Park, Texas). Both bids were comparable in price and services however BOXX Modular is available through the TIPS Cooperative Purchase Contract #230902. The price of the BOXX Modular building is $178,764.20.
Available ARPA06 funds will cover the cost of the purchase.

CONFORMITY TO CITY POLICY:

This Purchase is through the TIPS Cooperative Purchase Contract #230902. Purchases made through a cooperative contract are exempt from the competitive bidding process as stated in Texas Local Government Code (TLGC) section 271.102, subchapter F;" a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services."
