SUBJECT: Public hearing and approval of comment period for the FY 2026-27 Annual Action Plan Community Block Grant and Home Investments Partnerships Program, and the use of FY 2021-22 HOME-ARP Program funds.
BACKGROUND AND FINDINGS:
The City of Killeen will receive entitlement funds from the U.S. Department of Housing and Urban Development (HUD) for program year (PY) 2026-27 Community Development Block Grant Program (CDBG) in the amount of $1,437,398.00 and $585,207.77 in Home Investment Partnerships (HOME) activities.
Additionally, the City has reprogrammable CDBG funds in the amount of $66,637.94 from fiscal year (FY) 2024-25 CDBG Admin and Planning ($16,948.53), FY 2024-25 from the Community Engagement Unit ($32.01), and FY 2023-24 Reunification Center ($49,657.40). The City is also administering remaining HOME American Rescue Plan (HOME-ARP) Program funds allocated during FY 2021-22.
The PY 2026-27 grant cycle began on February 11, 2026, with the first Community Planning Meeting and concluded with the deadline for submitting Annual Funding Applications (AFF) on April 24, 2026. The process included a mandatory virtual Pre-App Technical Workshop for all applicants on March 5, 2026.
