BACKGROUND AND FINDINGS:
The City of Killeen currently secures liability, property, and workers' compensation insurance through Texas Municipal League - Intergovernmental Risk Pool (TML-IRP). The current agreement was enacted October 1, 2016.
To secure the "best value" in insurance coverages, City staff has utilized the RFP process to identify the provider with whom to partner. As part of the RFP process, entities were asked to describe their scope of services including, but not limited to, workers' compensation; liability; auto liability and physical damage; real and personal property; cyber liability; compliance; legal consulting; loss prevention; claims administration; and training.
RFP 26-23 was released for advertisement on Monday, March 23, 2026, with proposals due Wednesday, April 15, 2026. Purchasing received one response to the RFP from TML-IRP.

The total proposed expense for all coverages is $3,100,016 ($859,192 for workers' compensation and $2,240,824 for all other coverages).
Future expenses would be dependent upon coverages selected, items covered, and loss experience.
