BACKGROUND INFORMATION
The Drainage Maintenance Division was formed in 2006 to maintain the 624 acres of drainage channel within the city. Due to improvements required to be made regarding the storm sewer water quality, it has become increasingly important for the City to acquire specialized equipment to accomplish its mission and meet TCEQ MS4 (Municipal Separate Storm Sewer System) permit requirements regarding maintenance schedules and emergency responsiveness. For these reasons, a crawler excavator is needed for excavation of drainage channels and infrastructure as well as removal of large failed concrete structures. A vacuum excavator trailer is also required for cleanout of storm drains, basins, and environmental clean-up emergencies.
DISCUSSION/CONCLUSION
The City of Killeen is a member of several purchasing cooperatives that are in compliance with the Texas Local Government Code section 271.102. After considering four different excavator manufacturers, the excavator recommended by staff is the Volvo EC250EL provided by Romco Equipment Co. of Round Rock utilizing the HGAC Purchasing Cooperative. The vacuum excavator trailer would be purchased from Ring-O-Matic through the HGAC Co-op as well. The cooperative pricing for the two pieces of equipment are as follows:
