BACKGROUND AND FINDINGS:
On June 30, 2022, Lucy Aldrich submitted her letter of resignation as the City Secretary for the City of Killeen, Texas effective July 15, 2022. Human Resources advertised the position on the City's and the Texas Municipal League websites.
The City solicited fifty-six (56) applications. Fifty-two (52) candidates met or exceeded the minimum qualifications for the position. On October 3, 2022, Holli Clements, City Attorney, extended a conditional job offer to Laura Calcote, one of the only candidates with current City Secretary experience.
Ms. Calcote has over thirteen years of state and local government experience. She holds a Master of Public Administration from Stephen F. Austin State University and a Bachelor of Arts in Communication Studies from Texas State University. She is also certified as a Texas Registered Municipal Clerk. Ms. Calcote recently served as the Interim City Secretary with the City of Killeen and has served as a City Secretary for Town of Argyle and the City of Wimberly, and City of Oak Ridge North. Prior to municipal government, Ms. Calcote, worked for the Texas Historical Commission - Staff Services Division.
THE ALTERNATIVES CONSIDERED:
Alternatives are: (1) to not approve the appointment of Laura Calcote as the City of Killeen's City Secretary or (2) to approve the appointment Laura Calcote as the City of Killeen's City Secretary.
Which alternative is recommended? Why?
Staff recommends the second alternative, approving the appointment of Laura Calcote. Ms. Calcote holds a Master of Public Administration from Stephen F. Austin State University and a Bachelor of Arts in Communication Studies from Texas State University.
