SUBJECT: Approve a Memorandum of Agreement with Killeen Independent School District.
BACKGROUND AND FINDINGS:
The Parks and Recreation Department, along with the Killeen Civic and Conference Center (KCCC), seeks to establish a memorandum of agreement (MOA) with Killeen Independent School District (KISD) for the joint use of facilities. This partnership aims to enhance community offerings by maximizing public facilities and reducing costs for both parties. Additionally, the agreement will provide clear guidelines to minimize potential conflicts. The City and the District previously entered into a similar Shared Usage Facility MOA which terminated on December 31, 2024. This new agreement will be effective for 1 year.
The City will provide the District access to the Killeen Civic and Conference Center (KCCC) under this MOA, with the fees waived for the rental space, which includes basic setup/teardown as well as one (1) event coordinator. However, fees will apply for rental equipment, catering, mixed-beverage services, scissor lift services, and any additional event coordinators. Additionally, the following facilities will be available: youth baseball and softball fields, the adult softball field at Lion's Club Park, Davis Fields, the Killeen Athletic Complex, Long Branch Park, and the basketball courts at the Family Recreation Center and the Rosa Hereford Community Center.
The District-owned facilities that will be available to the City will be up to four (4) middle school gymnasiums, located at campuses within the City of Killeen, along with all open field areas, including fields designated on District campuses located within the City of Killeen. Additionally, ...
