BACKGROUND INFORMATION
The recent construction on US 190 Eastbound and Westbound frontage roads necessitates the need to modify Sec. 28-251. School Zones, maximum speed limits of the City Code of Ordinances.
Changes made to school building names and services also necessitate amendments to the ordinance to correctly identify school buildings and remove current school zones identified on the ordinance that are no longer in place. Haynes Elementary School located at Zephyr and Gowen has been renamed to Gateway High/Middle School. Marlboro Support Center (R.A. Abercrombie) and Fowler Elementary (Trimmier Road) are no longer operated as schools by the Killeen Independent School District and no longer require the presence of a school zone.
DISCUSSION/CONCLUSION
It is recommended that school zones be established in these areas to ensure the safety of students walking to and from school. The recommended distance extensions are based on established vehicular and pedestrian traffic operations in the vicinity of school and guidance provided by the Texas Manual on Uniform Traffic Control Devices.
