BACKGROUND AND FINDINGS:
 
On May 1, 2021, the City of Killeen conducted a general election to elect a district Councilmember for District 1, District 2, District 3, and District 4. On May 7, 2021, the mayor approved a petition requesting a recount of District 4 ballots, and the recount took place on May 11, 2021. State and local law requires the City Council to canvass the election returns and declare the results.
