SUBJECT: Procurement of Golf Course Irrigation Control Panel
BACKGROUND AND FINDINGS:
The Golf Course irrigation control panel went down in November of 2023. From that date until now the golf course has been renting a control panel until funding was available to purchase a new panel. The irrigation control system has a life cycle expectancy of 10-15 years. The control panel is responsible for running the system that irrigates the entire golf course.
THE ALTERNATIVES CONSIDERED:
If a replacement panel is not purchased the golf course will continue to rent a panel at the cost of $1,500 per month.
Which alternative is recommended? Why?
Purchasing a new panel is the recommended decision as renting is a reoccurring expense of $18,000 per year and there is not another rental panel available if the current rental panel stops working.
CONFORMITY TO CITY POLICY:
Pump Mechanical Technical Services, LLC is a member of the Texas BuyBoard Purchasing Cooperative (#672-22). Purchases made through a cooperative contract satisfy the state competitive bidding requirements as stated in Texas Local Government Code section 271.102, subchapter F; "a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services."
