SUBJECT: Authorize Adoption of the 2024 Water and Wastewater Master Plan

BACKGROUND AND FINDINGS:

On February 11, 2020, the City Council adopted the 2019 Water and Wastewater Master Plan (WWMP). This master plan was prepared by Freese and Nichols, Inc. (FNI). Currently, 63% of the 2019-2024 capital improvement plan (CIP) projects have been constructed, are under construction, or are being designed. 100% of the original $22M in the 2020 Water and Wastewater Bond has been spent or is allocated for projects under construction or design. As the need to evaluate the next water and wastewater bond issue draws near, the adoption of the 2024 WWMP is crucial.

On January 23, 2024, the City Council authorized the award of a professional services agreement to FNI for the development of the 2024 WWMP. The goal of the 2024 WWMP is to accommodate the projected growth over the next twenty years in an efficient and cost-effective manner, while also focusing on the maintenance of existing aging water and wastewater assets. This 2024 WWMP provides the City of Killeen a planning tool that will serve as a guide for short-term and long-term improvements to the infrastructure within the water and wastewater systems. It also highlights several alternative funding programs at the state and federal level that are available for planning, designing, and constructing water and wastewater infrastructure.
