Attending: Mayor Protem Jessica Gonzalez, Councilmembers Michael Boyd, Nina Cobb, Jose Segarra, Joseph Solomon, Ramon Alvarez and Riakos Adams

Also attending were Assistant City Manager Laurie Wilson, City Attorney Holli Clements and City Secretary Laura Calcote

Citizen Comments

Fire Chief, James Kubinski, spoke regarding the recent tragedy of losing Fire Captain, Marvin Taylor III, who was killed in an off-duty car accident on May 11, 2025.

Lorianne Thomas spoke regarding OR-25-009.

Ordinances

OR-25-008 Consider an ordinance canvassing the returns and declaring results of the May 3, 2025 Special Election regarding a bond election.

The City Secretary read the caption of the ordinance:
AN ORDINANCE CANVASSING THE RETURNS AND DECLARING THE RESULTS OF A BOND ELECTION; AND OTHER MATTERS IN CONNECTION THEREWITH.

Prior to the Special City Council Meeting Councilmembers Riakos Adams and Jose Segarra canvassed the results of the May 3, 2025 Special Election regarding a bond election (Proposition B) by reviewing the results provided by the City Secretary's Office. Councilmember Segarra read the ordinance that certified the results for Proposition B, by stating the number of votes "For" and "Against" the measure, and that a majority of qualified voters of the City of Killeen voted "Against" Proposition B, thereby determining that the Proposition failed at the election.

Motion was made by Mayor Protem Gonzalez to approve OR-25-008. Motion was seconded by Councilmember Solomon. The motion carried unanimously (7-0).

OR-25-009 Consider an ordinance canvassing the returns and declaring results of the May 3, 2025 General and Special Elections.
