BACKGROUND AND FINDINGS:
The Federal Aviation Administration (FAA) announced the opportunity for airports to apply for approximately $968 million in FY 2023 discretionary funds for the Airport Terminal Program (ATP). The ATP is one of the grant programs created under the Bipartisan Infrastructure Law. The purpose of the ATP is to make annual grants, for five years, available to eligible airports for airport terminal development projects that address the aging infrastructure of the nation's airports. This is a competitive grant that we competed for against a large number of airports across the country. There were only 104 projects selected at 99 airports.
The City of Killeen was selected to receive an ATP grant in the amount of $5,000,000. This grant will be combined with funding from the Aviation Department's Customer Facility Charge (CFC) to fund the retrofit of the entire airport campus with energy efficient LED lighting as well as solar integrated covered parking in our car rental parking area and a portion of our short-term parking lot. A covered canopy from the terminal to the Car Rental area will also be added. This project will decrease our operational expenses by lowers our energy usage, increases resiliency, reduces the airport's carbon footprint, and provides an upgrade to the customer experience by providing covered parking options.
Acceptance of this grant requires the City to make assurances related to the continued availability of the Airport to the public and compliance with a number of Federal Regulations and standards.
