BACKGROUND INFORMATION
The 2012 Water and Wastewater Master Plan includes the replacement of a 12-inch wastewater main with a 15-inch wastewater main from Old FM 440 to Florence Road in the City's Central Basin (Project 7S). After further analysis of the 12-inch wastewater main, City staff has concluded that the rehabilitation of 4,868 feet of this 12-inch wastewater main, through a process called cured in place pipe (CIPP), will repair damaged spots in the main and provide adequate capacity to convey future peak wet weather flows. Using a CIPP rehabilitation method instead of replacing the pipe will save the City approximately $607,517.
The Texas BuyBoard, a Local Government Purchasing Cooperative, was used to negotiate a contract for the rehabilitation of this 12-inch wastewater main. The purpose of the Texas BuyBoard is to obtain the benefits and efficiencies that accrue to members of the cooperative, to comply with state bidding requirements, and to identify qualified vendors of needed commodities, goods, and services. All items or services available for purchase on the Texas BuyBoard have been competitively procured according to Texas statutes. Because all items on the Texas BuyBoard have been competitively procured, cooperative members do not have to be concerned with discreet bid services. Members can negotiate lower pricing for services rendered by qualified BuyBoard vendors.
